Peru: Chemical Substances Management Regulation to Enter into Force on 9 October 2026

Peru’s Regulation of the Integrated Management of Chemical Substances, approved by Supreme Decree No. 005-2026-MINAM, will enter into force on 9 October 2026. The Regulation implements Legislative Decree No. 1570, which establishes the framework for the integrated management of chemical substances in Peru.
This framework sets out mechanisms for the management of chemical substances, including the Globally Harmonized System of Classification and Labelling of Chemicals (GHS), the National Register of Chemical Substances (RENASQ), chemical substance risk assessment, and risk management measures.
Training and Digital Platform
As part of the implementation process, the Ministry of Environment (MINAM) recently held a training session on the application of the new regulatory framework, providing guidance on chemical substance management. MINAM also presented a digital platform for the integrated management of chemical substances, which is intended to support access to relevant information and facilitate the implementation of the new framework.
Phase Implementation
Although the regulation enters into force on 9 October 2026, it establishes an adaptation period from 1 January 2028 to 30 September 2031, with phased deadlines for notification and reporting. Companies should therefore distinguish between the general entry into force and the compliance dates applicable to their substances and activities.
Companies involved in the manufacture, import, or management of chemical substances in Peru should review the requirements applicable to their activities ahead of the and monitor MINAM’s implementation guidance, particularly with regard to GHS and RENASQ requirements.
