Singapore’s Strategic Goods (Control) Order 2026 will take effect on 1 December 2026. The Order updates the military and dual-use goods, software and technology subject to Singapore’s strategic trade-control framework.

The change is relevant to exporters, re-exporters, transhipment operators, brokers, chemical manufacturers and suppliers of controlled equipment or technology. An updated control-list entry can affect whether authorization is required for export, transhipment, transit, brokering or an intangible technology transfer.

Classification and Permit Requirements

Companies should reassess products and technology against the 2026 schedules rather than relying on classifications completed under earlier lists. The assessment should consider technical specifications, chemical identity, destination, end user and intended end use.

Chemical companies should pay particular attention to Chemical Weapons Convention agents and precursors, toxic chemicals and equipment capable of producing controlled materials. A product not identified by its commercial name may still fall within a technical control-list description.

Singapore’s catch-all controls may also apply where there are concerns regarding weapons of mass destruction or related end uses. An item’s absence from a specific list entry does not necessarily end the compliance assessment.

Implementation Timeline

Exporters should complete classification reviews and update permit procedures before 1 December 2026. Existing product-classification databases, screening tools and internal work instructions should be revised where the 2026 schedules introduce a change.

Companies should retain technical specifications, end-user information and the reasoning supporting each classification. Any uncertainty should be resolved before the controlled activity takes place.
