Vietnam’s Ministry of Industry and Trade has issued Circular No. 31/2026/TT-BCT governing the traceability of products and goods under the Ministry’s jurisdiction. The framework is separate from the Ministry of Public Security’s electronic traceability requirements for specially controlled chemicals.

The Circular is relevant to manufacturers, importers, traders and other organizations responsible for covered products placed on the Vietnamese market. Companies may need to maintain information that allows products, batches, responsible entities and relevant supply-chain transactions to be identified.

Traceability Requirements

Product-traceability systems may need to capture product identifiers, batch or lot information, production data, responsible-business information and supply-chain records. Depending on the implementation system, some information may also need to be made available electronically.

Companies should ensure that information shown on labels or electronic records corresponds with internal production, import and distribution documentation. Records should be sufficiently accurate to support inspections, investigations or product withdrawals.

Relationship With Chemical Traceability

Compliance with Circular No. 31/2026/TT-BCT should not automatically be treated as satisfying Circular No. 154/2026/TT-BCA. The two frameworks may cover different products, responsible entities, information requirements and electronic systems.

Businesses handling specially controlled chemicals should map both frameworks separately. Where possible, internal systems may be configured to reuse verified data without assuming that one submission replaces another.

Industry Impact

Foreign suppliers should be prepared to provide Vietnamese importers with accurate product identifiers, batch information and manufacturing details. Importers should review whether existing ERP, warehouse and distribution systems can retain the information required by the Circular.
