Vietnam’s Ministry of Industry and Trade issued Circular No. 62/2026/TT-BCT on 30 September 2026, amending the national technical regulation applicable to tissue and toilet-paper products. The Circular was published in the Official Gazette on 16 October and will take effect on 15 November 2026.
The measure introduces Amendment 01:2026 to QCVN 09:2015/BCT. It is relevant to domestic manufacturers, foreign suppliers, paper converters, importers, testing laboratories and conformity-assessment bodies.
Main Compliance Considerations
Companies should compare the amended technical annex with the previous version of QCVN 09:2015/BCT. The review should cover product scope, safety parameters, testing methods, conformity-assessment procedures and documentation.
Manufacturers should determine whether existing product specifications and test reports continue to demonstrate compliance. Importers should verify that conformity documentation used for customs clearance or market placement reflects the revised requirements from the applicable date.
Chemical and Quality Implications
Depending on the amended parameters, suppliers may need to review bleaching agents, wet-strength additives, optical brighteners, recycled fibre inputs and substances that could remain as impurities. Testing laboratories should confirm that their methods and reporting formats match the revised QCVN.
The source does not indicate that every substance represented in the accompanying CAS list is expressly regulated. The final technical annex remains the authoritative source for individual limits and test requirements.
Industry Impact
Companies should complete their gap assessments before 15 November 2026. Any uncertainty concerning existing certificates or products manufactured before the effective date should be clarified with the responsible conformity-assessment body.
