The Taiwanese Ministry of Environment (MOE) has launched  Phase 2 for the registration of existing chemical substances under the “Regulations for Registration of New and Existing Chemical Substances” . Following the successful completion of Phase 1, the new initiative will target 28 priority existing chemical substances,  with the aim of strengthening risk management while promoting non-animal testing methods and collaborative registration efforts through enhanced data collection and hazard evaluation. 

 

Highlights from Phase 1 

Phase 1 marked the first implementation of standard registration requirements for existing chemical substances under the Registration Regulations. Key outcomes included: 

  • Phase 1,  designated 106 chemical substances for standard registration under Article 16 of the Registration Regulations. 

  • Registrants submitted data covering basic uses, physicochemical properties, and toxicological characteristics. 

  • MOE operated a helpdesk to provide guidance and support to registrants. 

  • By 2024, over 2,000 data files had beenwere submitted by all major registrants, marking the completion of the first registration phase. 

  • Data analysis informed other government agencies and helped MOE select substances for Toxic and Concerned Chemical Substances Management or for further hazard and exposure evaluation under Article 18. 

 

Phase 2 Registration Framework 

  • Drawing on experience from Phase 1, stakeholder feedback, international practices, and Taiwan’s national regulatory context, MOE has designed the Phase 2 framework to: 

  • Prioritize data collection for selected substances with publicly available international hazard data. 

  • Fill data gaps through designated registrants submitting additional information. 

  • Promote non-animal alternative testing methods. 

  • Encourage joint registration to improve efficiency. 

  • Under Phase 2, registrants are expected to focus particularly on exposure scenarios and use information to accelerate risk management and enable timely regulatory actions.  

  • The framework emphasizes a public-private collaboration model to safeguard public health and environmental safety. 

 

Current Progress and Next Steps  

  • MOE has preliminarily selected 28 existing chemical substances for Phase 2 priority data collection and hazard evaluation. 

  • International hazard information for these substances is being compiled and analyzed. 

  • The Registration Regulations are expected to be amended to incorporate the Phase 2 framework, designated substances, and required data elements. 

  • MOE will consult stakeholders in accordance with legal procedures before finalizing the amendments.
