New Zealand Adds Aircraft Exemption to UV-328 Restrictions

New Zealand has added an exemption for certain aircraft uses of UV-328 (CAS No. 25973-55-1) to its existing restrictions. According to a WTO notification circulated on 16 September 2026, the amendment will enter into force on 9 October 2026.
UV-328 is a UV inhibitor used in products such as paints, coatings and plastics. Its production and use have generally been prohibited in New Zealand since 14 March 2025, subject to specific exemptions.
Aircraft uses permitted until the end of 2030
The new exemption covers the use of UV-328 in water-seal tape for aircraft insulation blankets and decking, as well as in specified polyurethane and polyamide adhesives and polyurethane coatings for aircraft assemblies and systems. It expires on 31 December 2030.
This exemption was agreed by the parties to the Stockholm Convention on Persistent Organic Pollutants in 2025. New Zealand has now incorporated it into national law, giving the affected industry more time to switch to alternative products.
