Mexico Launches Public Consultation on New Lead Content Regulation for Paints

The Mexican Ministry of Health has initiated a public consultation on a new regulation aimed at reducing lead exposure from paints and related products. The proposed PROY-NOM-003-SSA1-2025 standard sets a strict limit on lead content and outlines new labeling requirements to safeguard public health.

The Federal Commission for the Protection against Sanitary Risks (COFEPRIS) is leading the consultation process, inviting stakeholders from the paint industry, including manufacturers and importers, to submit their comments within the next 60 days, before February 14th 2026. 

The proposed regulation establishes a maximum allowable lead content of 90 milligrams per kilogram (90 ppm) in paints and related products, a crucial step to combat the harmful effects of lead exposure. The updated rule also mandates clear health and safety labeling, in line with the Global Harmonized System (GHS) for chemical classification, and aims to prevent risks such as neurological damage and developmental issues, particularly in children.

The full text of the proposed standard is available for public review, and comments can be submitted via email or in person at COFEPRIS's offices in Mexico City. After the 60-day consultation period, the final regulation will be enforced, with an implementation deadline set for 360 days after publication in the Federal Official Gazette.
