GB PIC Regulation Prior Informed Consent (PIC) Export Notification Hazardous Chemicals Special RIN Procedure Reference Identification Number (RIN)
The UK Health and Safety Executive (HSE) has invited companies to start submitting export notifications for hazardous chemicals listed under the Great Britain Prior Informed Consent (GB PIC) Regulation for exports planned in 2027. The reminder also highlights that the Special Reference Identification Number (Special RIN) procedure has been removed from the GB PIC Regulation.
Export notifications
Under the GB PIC Regulation, exporters must notify the HSE before the first export of a listed chemical to a particular importing country during each calendar year. Notifications must be submitted at least 35 days before the intended export date. This requirement also applies to exports from Great Britain to Northern Ireland.
The HSE encourages companies to submit notifications well in advance to allow sufficient time for processing and, where required, to obtain the importing country’s explicit consent.
Special RIN procedure removed
HSE also reminds exporters that the Special RIN procedure has been removed from the GB PIC Regulation. Consequently, exporters are no longer required to notify HSE of small quantities of listed chemicals exported for research or analysis, provided that the export does not exceed 10 kg per exporter, per importing country, per calendar year, and is unlikely to affect human health or the environment.
Actions
Companies planning to export GB PIC-listed chemicals in 2027 should identify those requiring notification and submit the relevant documentation to HSE well in advance of the planned export date.
