Japan ISHL Chemical inventory update New Chemical Substances Chemical Notification MHLW

On 26 December 2025, Japan’s Ministry of Health, Labour and Welfare (MHLW) publishes the list of 167 new chemicals to get added to the Existing and New Chemical Substances (ENCS) Inventory. The ENCS inventory is regulated under the Japan’s Industrial Safety and Health Act (ISHA).  

On the same day, information on the new chemicals was updated on the MHLW's Workplace Safety Portal and an official ISHA Notice was released. With this update, ISHA published official gazette serial numbers, chemical names and structural formula on the MHLW's portal. The list of new chemical substances can be found here

Previous Update in September 2025    

Earlier, on 26 September 2025, the MHLW added 149 new chemical substances to the ENCS. More information can be accessed here.   

Obligations for Stakeholders    

The Existing and New Chemical Substances (ENCS) list now has 73,036 entries after this addition. Japanese businesses must notify the MHLW under ISHA if they import or manufacture chemicals that are not listed in ENCS. To safeguard the health of industrial workers who handle chemicals at work, the notification must include the new chemical's name as well as details regarding its risk assessment.
