On 30 March 2026, Japan’s Ministry of Economy, Trade and Industry (METI) published the reporting procedure for existing chemicals under the Chemical Substances Control Law (CSCL) for financial year (FY) 2026. The ministry released the reporting manual on its METI portal. The reporting process is revised annually in March.
Background on CSCL
The aim of the Chemical Substances Control Law is to prevent environmental pollution and protect human health and ecosystems from hazardous chemicals. The law requires businesses to report the annual quantities of chemical substances manufactured or imported above specified thresholds. This data is used to evaluate the risks associated with chemicals and is part of risk management practices.

The manual provides information on the following:
Scope of Chemicals: General Chemicals, Priority Assessment Chemicals (PACs), Monitoring Chemicals and others.
Submission Methods: Electronic submission via e-Gov (requiring a G Biz ID Prime or Member account), optical disc and paper submission.
Reporting Process: Software tools, step-by-step reporting process and specific compliance guidelines.

Obligations for the Stakeholders
Businesses that manufactured or imported chemicals above the applicable threshold in FY 2026, are required to submit reports in accordance with the updated procedure.
Note: Only added substances as per the Japanese CSCL inventory (General Chemicals, Priority Assessment Chemicals (PACs), Monitoring Chemicals)
