Indonesia Introduces Import Controls for Used Industrial Electronic Equipment in Batam

Indonesia’s Ministry of Trade has established a regulated pathway for importing certain used industrial electronic equipment into the Batam Free Trade Zone and Free Port. Minister of Trade Regulation No. 23 of 2026 amends Regulation No. 24 of 2025 and became effective on 9 October 2026.
The measure reportedly covers 136 tariff lines and is intended to facilitate specified industrial activities in Batam. It does not create a general authorization to import used electronics, electronic waste or obsolete equipment into Indonesia.
Key Regulatory Scope
The regulation is relevant to foreign equipment suppliers, Batam-based manufacturers, eligible producer-importers, customs brokers, surveyors and businesses responsible for equipment maintenance or disposal. Whether particular equipment qualifies depends on its tariff classification, condition, intended industrial use and final destination.
Importers must hold the appropriate Business Identification Number and Producer Importer Identification Number. Applicable products may also require an Import Approval and Surveyor Report under the schedules to the amended regulation.
Import and Reporting Requirements
Technical verification may need to be completed in the country of origin before shipment. Importers must also report import realization through the Indonesia National Single Window and comply with the restrictions governing movement of the imported equipment outside Batam.
The equipment must remain suitable for the authorized industrial purpose. Where it is damaged, obsolete or intended for disposal, Indonesia’s hazardous-waste or non-B3-waste controls may apply separately.
Industry Impact
Companies should prepare an HS-code-based import-readiness assessment before arranging shipment. The assessment should cover importer status, import approval, surveyor verification, equipment condition, intended use, destination restrictions and eventual waste-management arrangements.
Foreign suppliers should obtain written confirmation from the Indonesian importer that the product is included in the official annex and that all required approvals have been secured.
