Canada Concludes 13 Titanium-Containing Substances Do Not Meet CEPA Toxicity Criteria

The Government of Canada has published its final assessment of the Titanium-containing Substances Group under the Chemicals Management Plan (CMP). Health Canada and Environment and Climate Change Canada assessed 13 substances to determine whether they pose a risk to human health or the environment under the Canadian Environmental Protection Act, 1999 (CEPA). The final assessment was published on 20 June 2026.

These substances have a wide range of industrial and consumer applications in Canada. Reported uses include paints and coatings, adhesives and sealants, textiles, electronics, building materials, food packaging, cleaning products, plastics and rubber products, printing inks, toys, arts and crafts materials, cosmetics, natural health products, non-prescription drugs, and pest control products. Certain titanium-containing substances are also permitted for use as food additives.
Final CEPA Conclusion
Based on the available evidence, the government determined that the 13 substances are unlikely to cause ecological harm. The assessment also concluded that current levels of exposure are considered to be of low concern for human health. Consequently, none of the 13 substances meet the criteria established under section 64 of CEPA. No follow-up activities are currently planned for the group.
The assessment considered exposure through food, drinking water, air, soil, house dust, and consumer products, as well as inhalation exposure. Human biomonitoring data and ecological exposure information were also evaluated as part of the risk characterization.
Nanomaterial forms of the substances, including nanoscale titanium dioxide, were not explicitly assessed and may be considered in a future assessment.
