BIS Issues Wide Circulation Draft for Indian Standard on Thermoplastic Polymer-Based Coatings

The Bureau of Indian Standards (BIS), through its Paints, Varnishes and Related Products Technical Committee (CHD 20), has issued a Wide Circulation Draft of the Indian Standard titled “Thermoplastic Polymer Based Coatings Specification (First Revision)”.
Prepared under document number CHD 20 (35028) WC and dated 5 August 2026, the draft proposes the first revision of IS 16361:2015, titled “Thermoplastic Polymer Based Coatings: (A) Undercoating (B) Finishing Specification.” Stakeholders and interested parties are invited to submit their comments and suggestions on the draft for further improvement until 4 October 2026.
Scope
This standard specifies the requirements, sampling, and test methods for thermoplastic polymer-based coatings used as anticorrosive and high-performance coatings for corrosion protection.
Classification
The material is classified into two classes based on application,

Class I: For industrial and automobile anticorrosive applications, including steel structures, pipelines, tanks, bridges and vehicle components.

Class II: For anticorrosive coating and corrosion protection of steel reinforcement bars.
Key Changes Proposed in the Revision

The terms “undercoating” and “finishing” have been removed from the title, as separate requirements are no longer considered necessary.

The scope has been revised to provide a general description of the intended applications.

Obsolete or unsupported terms and definitions have been deleted.

The rat toxicity test requirement has been removed due to its complexity, limited availability, and evolving regulatory practices.

New requirements have been added for coatings intended for potable water supply applications, including compliance with IS 10500 or internationally recognized requirements where applicable.

Requirements for VOCs have been incorporated.

Amendment No. 1 has been incorporated, Class III has been deleted as it is no longer in use, and references to Indian Standards have been updated.
Key Requirements
The draft sets requirements for characteristics including drying time, film thickness, flash point, resistance to heat, humidity, water, acid and alkali, adhesion, durability and fire performance. It also specifies a maximum lead content of 90 ppm, expressed as metallic lead, and a maximum VOC content of 650 g/litre.
Packaging and Marking

The coating must generally be packed in metal containers that conform to IS 1407 or IS 2552. Products intended for defence use must follow the marking requirements of IS 5661.

Each container should clearly display the product name, coat/class, manufacturer details, batch or lot number, manufacturing date, net volume and maximum declared lead content.

Labels must also carry required safety warnings and usage instructions, including keeping the product away from children and naked flames, stirring well before use, and applying only on a clean, dry surface.

Products that meet the applicable standard may be certified under BIS conformity assessment schemes and carry the BIS Standard Mark.
