On 5 August 2026, Ukraine officially notified the World Trade Organization (WTO) of the adoption of Resolution of the Cabinet of Ministers of Ukraine No. 976 of 29 July 2026 “On Amendments to Resolution of the Cabinet of Ministers of Ukraine No. 65 of 20 January 2021.” This Resolution amends the Technical Regulation on Cosmetic Products, updating the requirements concerning the qualifications of experts conducting cosmetic product safety assessments, as well as introducing transitional arrangements for cosmetic products placed on the Ukrainian market before 31 July 2027.

2. Updated Qualification Requirements for Cosmetic Product Safety Assessors

The Resolution updates the qualification requirements for experts responsible for conducting the safety assessment of cosmetic products under the Technical Regulation.

Under the amended requirements, the safety assessment must be carried out by an expert holding a master’s degree in specialty I2 Medicine or I8 Pharmacy, or in a related specialty included in the list of specialties approved by the Ministry of Health of Ukraine.

This updated provision will enter into force on 1 February 2027, providing economic operators with additional time to review their existing safety assessment arrangements and ensure that the relevant experts meet the updated qualification requirements.
