India Postpones BIS Compliance Deadline for Woven Sack QCOs

Extended Enforcement Date Quality Control Order QCO

On 5 January 2026, India’s Ministry of Chemicals and Fertilizers issued three Gazette notifications amending the implementation timelines of existing Quality Control Orders (QCOs) under the Bureau of Indian Standards Act, 2016.

Entry into Force and Affected Products

The amendments defer the entry into force to 6 October 2026 for the following product categories:

  • Textiles - High Density Polyethylene (HDPE) / Polypropylene (PP) Woven Sacks for Packaging of 50 kg Cement (Quality Control) Order, 2023 (as amended by S.O. 51(E))
  • Textiles - Polypropylene (PP) Woven, Laminated, Block Bottom Valve Sacks for Packaging 50 kg Cement (Quality Control) Order, 2023 (as amended by S.O. 52(E))
  • Textiles - Polypropylene (PP) / High Density Polyethylene (HDPE) Laminated Woven Sacks for Mail Sorting, Storage, Transport and Distribution (Quality Control) Order, 2023 (as amended by S.O. 53(E))

Once applicable, manufacturers will be required to comply with the relevant Indian Standards and obtain mandatory BIS certification before manufacturing or placing the covered products on the Indian market.
