Chlorpyrifos Stockholm Convention Persistent Organic Pollutants (POPs) POPs Regulation Annex I to the POPs Regulation Pesticides EU Chemicals Legislation
On 30 June 2026, the European Commission adopted a Delegated Regulation amending the Persistent Organic Pollutants (POPs) Regulation (EU) 2019/1021 to add chlorpyrifos to Annex I. This amendment implements the decision adopted at the twelfth meeting of the Conference of the Parties (COP-12) to the Stockholm Convention in May 2025 to list chlorpyrifos in Annex A.
Amendment to the POPs Regulation
The Delegated Regulation adds chlorpyrifos to Part A of Annex I to the POPs Regulation, which lists substances prohibited or subject to restrictions in the European Union in line with the Stockholm Convention.
While the Stockholm Convention includes specific exemptions for certain uses of chlorpyrifos, the EU has not included any exemptions in the Delegated Regulation. According to the Commission, chlorpyrifos is already not approved as an active substance for use in either plant protection products or biocidal products under EU legislation. As a result, the substance will be listed in Annex I without specific exemptions.
Limit for Unintentional Trace Contaminants
In addition to listing chlorpyrifos in Annex I, the Delegated Regulation establishes a limit value for chlorpyrifos occurring as an unintentional trace contaminant in substances, mixtures and articles. The Commission states that this measure is intended to reinforce the application and enforcement of the prohibition under Article 3(1) of the POPs Regulation.

The Delegated Regulation will enter into force on the twentieth day following its publication in the Official Journal of the European Union.
