On 17 June 2026, Ukraine officially notified the World Trade Organization (WTO) of the adoption of amendments to the Technical Regulation on Cosmetic Products approved by Resolution of the Cabinet of Ministers of Ukraine No. 65 of 20 January 2021. These amendments were introduced by Resolution of the Cabinet of Ministers of Ukraine No. 737 of 4 June 2026, further aligning Ukrainian cosmetic legislation with Regulation (EC) No. 1223/2009 on cosmetic products.
The Technical Regulation establishes requirements for cosmetic products placed on the Ukrainian market, with the aim of ensuring a high level of protection of human health. The amendments update requirements concerning ingredient labelling, packaging, restricted substances and transitional measures for certain cosmetic products.
The Resolution was published on 13 June 2026 and will enter into force on 13 December 2026.

Key Changes Introduced by the Amendments
1. Alignment with Regulation (EC) No. 1223/2009
The amendments further harmonize the Ukrainian Technical Regulation on Cosmetic Products with European Union legislation. The updated provisions incorporate the changes introduced under Regulation (EC) No. 1223/2009 concerning prohibited and restricted substances, preservatives and UV filters.
Updated Annexes 2–6 establish revised lists of permitted or restricted substances in cosmetic products, thereby strengthening consumer safety and facilitating regulatory convergence with the European Union.
2. Simplified Ingredient Labelling Using INCI Names
To facilitate international trade and reflect established international practice, ingredients may be identified using International Nomenclature of Cosmetic Ingredients (INCI) names, eliminating the need for additional translation into Ukrainian.
This change aligns Ukrainian requirements with Regulation (EC) No. 1223/2009 and simplifies cosmetic product labelling.
3. Transitional Periods for Certain Cosmetic Products
The amendments establish transitional measures for certain cosmetic products containing substances listed in Annexes 2, 3, 5 and 6 to the Technical Regulation.
Non-notified cosmetic products that were placed on the market before 3 August 2026 and do not comply with the requirements of the Technical Regulation may continue to be made available on the Ukrainian market until 3 August 2030.

WTO Notification and International Alignment
Ukraine originally notified the WTO of the draft amendments on 30 July 2025. The adoption and notification of the final measure demonstrate Ukraine's continued commitment to regulatory transparency and approximation of its cosmetic legislation to European Union requirements.
The amendments contribute to reducing technical barriers to trade and ensuring that the Ukrainian framework for cosmetic products remains aligned with international and European best practices.
Implementation Timeline
The amendments were adopted on 4 June 2026 and officially published on 13 June 2026. They will enter into force six months after publication, on 13 December 2026.
The transitional measures established by the amendments provide compliance periods extending until 3 August 2030 for certain cosmetic products. This allows manufacturers, importers and responsible persons sufficient time to adapt their formulations, product documentation and notification procedures to the updated requirements.
