On 22 December 2025, the UK Government published its response to the consultation on extending UK REACH dossier submission deadlines for transitional registrations, which was held from 14 July to 8 September 2025, confirming that it will proceed with Option 1.
Government Confirms New Submission Dates
The UK Government will legislate to extend the current dossier submission deadlines, which will be extended as follows, subject to the consent of the Scottish and Welsh Ministers:
27 October 2029: Substances manufactured or imported at 1,000 tonnes per year or more; carcinogenic, mutagenic or reprotoxic (CMR) substances at 1 tonne per year or more; and substances that are very toxic to aquatic organisms at 100 tonnes per year or more.
27 October 2030: Substances manufactured or imported at 100 - 1,000 tonnes per year
27 October 2031: Substances manufactured or imported at 1 - 100 tonnes per year
Under Option 1, the revised deadlines maintain one-year spacing between tonnage bands, while delaying all submissions to allow further development of the Alternative Transitional Registration model (ATRm).
Consultation Feedback and Government Rationale
The consultation received 210 responses and showed strong overall support for extending the existing deadlines. While many respondents expressed a preference for Option 2, which would have retained two-year gaps between submission deadlines, the Government concluded that Option 1 strikes a better balance between giving industry more time and making progress on the ATRm.
The Government acknowledged stakeholder concerns regarding ongoing uncertainty around the design of the ATRm but confirmed that extending the deadlines is the most suitable interim approach.
