On 15 June 2026, the UK Health and Safety Executive (HSE), acting as the agency responsible for the UK Registration, Evaluation, Authorisation and Restriction of Chemicals (UK REACH) Regulation, added 15 substances and substance groups to the Candidate List of Substances of Very High Concern (SVHCs).

These additions follow a six-week consultation on the substances’ identity and hazardous properties and represent the first update to the UK REACH Candidate List since the UK established its independent chemicals regulatory framework following Brexit.

New Obligations for Suppliers

Inclusion on the UK REACH Candidate List triggers additional obligations for suppliers of the substances concerned. Suppliers of articles containing a substance on the Candidate List at a concentration above 0.1% weight by weight (w/w) must provide sufficient information to allow the safe use of the article. This information must include at least the name of the substance. Equivalent information must also be provided to consumers upon request.

Companies producing, importing or supplying articles containing Candidate List substances may also be required to notify the HSE. In addition, suppliers of substances on the Candidate List must provide safety data sheets, and suppliers of certain non-hazardous mixtures containing Candidate List substances must do the same upon request.

Background

The UK REACH Candidate List contains substances identified as substances of very high concern due to properties such as carcinogenicity, mutagenicity, reproductive toxicity, persistence, bioaccumulation, or other serious effects on human health or the environment.

When UK REACH came into force on 1 January 2021, all substances on the EU REACH Candidate List were carried over to the UK REACH Candidate List. Following the publication of a new strategic approach to the UK Candidate List in February 2026, the HSE launched the first consultations on additional Candidate List entries under the UK's independent framework in March 2026. The substances added on 15 June 2026 are the first new SVHCs to be included through this process.

Substances on the Candidate List may subsequently be prioritised for inclusion in the UK REACH Authorisation List (Annex 14), which would make their continued use subject to authorisation requirements.

Further Consultations Expected

The HSE has indicated that consultations on additional SVHC proposals will continue during the 2026–2027 work programme and will be announced through future e-bulletins.
