On 28 January 2026, Taiwan’s Ministry of Labor announced a new compliance requirement for operators handling designated Priority Management Chemicals, requiring the submission of supplementary operational data by 31 March 2026.

 

Regulatory Background and Key Requirement

Under Article 12 of the Regulations for the Designation and Operational Management of Priority Management Chemicals, the central competent authority may require operators to provide additional operational data when necessary to assess the exposure risks of priority chemicals.

For 2026, the Ministry of Labor has identified 20 chemicals for which supplementary operational data must be submitted. This supplementary information is the Safety Data Sheet (SDS).

This requirement applies to:

  • Individual listed substances
  • Mixtures containing more than 1% by weight of the listed substances

Operators who meet the criteria will be formally notified by the Occupational Safety and Health Administration (OSHA) under the Ministry of Labor, either through official written correspondence or email via its entrusted organization, the Safety and Health Technology Center.

The 20 designated chemicals include:

  • Cobalt nitrate (CAS No. 10141-05-6)
  • Cobalt chloride (CAS No. 7646-79-9)
  • 4,4'-Oxydianiline (CAS No. 101-80-4)
  • Glycidyl methacrylate (CAS No. 106-91-2)
  • 1,3-Butadiene (CAS No. 106-99-0)
  • Ethylene glycol monomethyl ether (CAS No. 109-86-4)
  • Ethylene glycol dimethyl ether (CAS No. 110-71-4)
  • Ethylene glycol monoethyl ether (CAS No. 110-80-5)
  • Aminoethyl ethanolamine (CAS No. 111-41-1)
  • N-Methylformamide (CAS No. 123-39-7)
  • Boric oxide (CAS No. 1303-86-2)
  • Orthoboric acid, sodium salt (CAS No. 13840-56-7)
  • Triglycidyl isocyanurate (CAS No. 2451-62-9)
  • Trimethyl phosphate (CAS No. 512-56-1)
  • 2-Pyrrolidone (CAS No. 616-45-5)
  • Carbon monoxide (CAS No. 630-08-0)
  • Dibutyltin dilaurate (CAS No. 77-58-7)
  • Hydrogen chloride (CAS No. 7647-01-0)

Compliance Deadline and Submission Process

After reviewing the operational declarations submitted in 2025, the authority has screened and identified the operators who are required to complete the supplementary SDS submission. Only those who receive official notification are obligated to comply.

Affected operators must:

  • Submit Safety Data Sheet (SDS) files through the designated platform.
  • Follow the specified format and online transmission method published on the official platform.
  • Complete the submission no later than 31 March  2026.
