Amendment Public Consultation Classification and Labelling Evaluation Enforcement Hazardous Substances Articles Chemical control act Notification Guidelines CLP
On 12 June 2026, South Korea’s National Institute of Chemical Safety (NICS) issued Notice No. 2026-00, launching a public consultation on a proposed partial amendment to the Regulation on the Classification and Labelling of Chemical Substances, etc. The proposed amendments are issued pursuant to Article 14(1) of the Act on Registration and Evaluation of Chemicals (K-REACH) and related provisions of its Enforcement Rules, as well as Article 16(1) of the Chemical Control Act and its Enforcement Rules. Comments may be submitted until 2 July 2026.
Key Amendments
The proposed amendment revises Annex 4, Item A (Hazardous Substances to Human Health, etc.) by adding 38 newly designated hazardous substances with identification numbers 2026-1-1355 to 2026-1-1392 and by revising nine existing entries (identification numbers 97-1-9 (Sub-item 3), 97-1-90, 97-1-140, 97-1-144, 97-1-399, 2010-1-609, 2021-1-1068, 2021-1-1077 and 2024-1-1222). The revisions include updates to the chemical names, hazard classifications, CAS numbers, M-factors and UN numbers.
Effective Date
If adopted, the amended Regulation will enter into force on the date of its promulgation.
Transitional Measure
Those required to label hazardous chemicals under the amended Regulation must complete the labelling in accordance with Article 16 of the Chemical Control Act by 1 July 2027 at the latest.
