On 3 July 2026, Japan's National Institute of Technology and Evaluation (NITE) published a list of 142 substances classified in accordance with the Globally Harmonized System for Classification and Labelling (GHS) guidelines. The list was published by the National Institute of Technology and Evaluation (NITE) on behalf of the Ministry of Health, Labour, and Welfare (MHLW), the Ministry of Environment (MoE), and the Ministry of Economy, Trade, and Industry (METI), which jointly oversee GHS classification in Japan.

Overview of the FY 2025 List
The FY 2025 update includes 83 chemicals with a revised GHS classification and 59 newly classified substances. Classifications from 1 April 2025 to 31 March 2026 are covered. Additionally, NITE has supplied thorough information that includes:

Obligations for Companies
It is advised that companies create labels or Safety Data Sheets (SDSs) using the most recent GHS data. However, it is not mandatory to use the specified classification. Businesses may use alternative data or test results that are not covered by the MHLW, MoE, and METI.
