On 21 May 2026, the European Union notified the World Trade Organization (WTO) of a draft Commission Implementing Regulation, establishing the implementation arrangements for the Digital Product Passport (DPP) registry under Regulation (EU) 2024/1781, the Ecodesign for Sustainable Products Regulation (ESPR). Comments on the notification can be submitted until 15 June 2026.

The draft regulation outlines the operational and technical framework for the DPP registry established under the ESPR. It defines how economic operators, value chain actors, competent authorities and customs authorities will register, access and manage digital product passport information within the EU system.

Registry to Support Multiple Product Frameworks

The proposed registry will apply not only to products regulated under ESPR delegated acts, but also to other EU legislation requiring digital product passports. These currently include batteries, construction products, toys and detergents.

According to the draft, the registry will include:

  • A secure user interface and API for passport registration
  • Verification systems for economic operators and other value chain actors
  • Unique registration identifiers
  • Semantic repositories and interoperability tools
  • Log systems for traceability and accountability
  • Links to backup copies hosted by digital product passport service providers

The proposal also establishes detailed identity verification requirements for economic operators and other actors accessing the system. Verified operators would be permitted to register and update digital product passports, and their verification status would generally remain valid for up to three years before renewal is required.

Data Management and Compliance Requirements

Under the draft proposal, digital product passports would need to be registered at the model, batch or item level depending on the applicable legislation. The Commission would automatically verify mandatory data, semantic conformity and registration integrity before generating a unique registration identifier.

The registry would also include:

  • Version control and timestamping of updates
  • Logging of authentication attempts and administrative actions
  • Requirements for semantic interoperability
  • Public semantic repositories and APIs
  • Cybersecurity and technical audit provisions

The Commission would be responsible for the development, hosting, maintenance, availability and security of the system, acting as owner and manager of the registry. Member States would remain responsible for national access components and management of access.

Timeline

The notification indicates that the Commission plans to adopt the implementing regulation on 19 July 2026. The regulation will enter into force 20 days after its publication in the Official Journal of the European Union.
