ECHA’s Risk Assessment Committee Adopts Opinion on PFAS Restriction Proposal

On 3 March 2026, the European Chemicals Agency (ECHA) announced that its Risk Assessment Committee (RAC) has adopted its scientific opinion on the proposed restriction of per- and polyfluoroalkyl substances (PFAS) under the EU REACH Regulation. The proposal, originally submitted by authorities from Denmark, Germany, Netherlands, Norway and Sweden, aims to restrict the manufacture, use and placing on the market of PFAS across a wide range of sectors.

The RAC opinion will be published on ECHA’s website in the near future and will provide full details of the committee’s opinion.

RAC Concludes Scientific Risk Evaluation

According to ECHA, the adoption of the RAC opinion represents an important step in the evaluation of the proposed restriction, which covers thousands of PFAS substances used in numerous industrial and consumer applications.

RAC is responsible for assessing whether the proposed restriction is appropriate for addressing risks to human health and the environment.

Next Steps in the Restriction Process

The Committee for Socio-economic Analysis (SEAC) is expected to agree on its draft opinion on the proposal shortly. Once adopted, the SEAC draft opinion will be opened for a public consultation.

Following the finalisation of the opinions from both committees, ECHA will submit them to the European Commission, which will decide whether to propose regulatory measures to implement the restriction.
