On March 30, 2026, the National Medical Products Administration (NMPA) of China launched a public consultation on two draft mandatory national standards for cosmetics and toothpaste. The proposed standards aim to strengthen product quality and safety supervision, particularly with regard to labelling requirements and general safety specifications. The consultation is open until May 29, 2026. 

 

Strengthening Cosmetics and Toothpaste Regulation 

The draft standards were developed in accordance with the Cosmetics Supervision and Administration Regulation and were approved for initiation by the Standardization Administration of China. 

This initiative reflects China’s continued efforts to enhance regulatory control over consumer products, including cosmetics and oral care items, thereby ensuring higher safety and compliance standards across the industry. 

 

Key Draft Standards Under Consultation 

The two proposed mandatory national standards include: 

  • Instructions for Use of Consumer Products – Part 3: General Labelling for Cosmetics  

  • General Safety Technical Requirements for Toothpaste  

These drafts focus on improving clarity, consistency, and safety in product labelling and technical requirements. 

 

Main Objectives of the Proposal 

  • Strengthen supervision of cosmetics (including toothpaste) safety and quality.  

  • Establish unified and mandatory labeling requirements for cosmetics.  

  • Define general safety and technical standards for toothpaste products.
