On April 16, 2026, the Ministry of Emergency Management of the People's Republic of China, together with nine other central government authorities, announced the inclusion of five additional chemical substances into the national Hazardous Chemicals Catalogue (2015 Edition) under the framework of the Dangerous Chemicals Safety Management Regulations. This update strengthens chemical safety supervision across the production, transport, use, and trade sectors.

The announcement was jointly issued by the following authorities:

Newly Added Substances 

The following five substances have been added to the national Hazardous Chemicals Catalogue (2015 Edition): 

• 3-Chloropropyne (propargyl chloride) (CAS No. 624-65-7) 
• 2-Iodosylbenzoic acid (CAS No. 61717-82-6) 
• p-Nitrobenzyl 2-diazoacetoacetate (CAS No. 82551-63-1) 
• Methanesulfonyl azide (CAS No. 1516-70-7) 
• 2-Nitro-3-methylbenzoic acid (CAS No. 5437-38-7) 

Regulatory Impact and Compliance Requirements 

The update will require relevant enterprises to reassess the classification, transport, storage, and safety documentation of the newly listed substances. The authorities will also update the Hazardous Chemicals Classification Information Table to support enforcement.
