Andean Community bans Bimatoprost in cosmetics over health concerns

The General Secretariat of the Andean Community has prohibited the use of Bimatoprost as an ingredient in cosmetic products sold across the bloc, citing potential health risks and its pharmacological action.

Resolution No. 2579, issued in Lima, Peru, on 24 April 2026, states that Bimatoprost may no longer be used in cosmetics marketed in the Andean Community. The substance is identified under the International Nomenclature of Cosmetic Ingredients as Bimatoprost, with CAS number 155206-00-1.

The decision follows a technical review by government health experts, who concluded that Bimatoprost acts systemically rather than superficially by affecting eyelash growth, including their size, number, thickness and colour. According to the resolution, this mechanism goes beyond the definition of a cosmetic product under Andean cosmetic legislation. Bimatoprost is used as an active pharmaceutical ingredient in treatments for conditions such as glaucoma and ocular hypertension. 

The resolution cites possible adverse effects, including burning sensations on the eyelids, eye inflammation, irritation, eyelid swelling, itching, iris hyperpigmentation, increased tearing, eyelash loss or breakage, periorbital changes, skin discolouration around the eyes and blurred vision. Under the new measure, authorities will no longer issue, renew or recognise mandatory sanitary notification codes for cosmetic products containing Bimatoprost from the date the resolution enters into force.

Companies that already hold sanitary notifications for affected products will have one year to reformulate their products, exhaust existing stock and update their notifications with the competent national authority. After that period, products that have not been reformulated will have their notification codes automatically cancelled and must be withdrawn from the market.

The resolution will enter into force from the date of its publication in the Official Gazette of the Cartagena Agreement. Non-compliance may lead to administrative sanctions under Andean cosmetic legislation and applicable national rules.
