Although
the national legislation for chemicals is not foreseen in the close future,
Bolivia partnered with UNEP in developing a three-year basis program for strengthening national
capacities for the management of chemical substances and hazardous waste. The program aims to
generate national capacity to promote the sound management of chemicals
undertaking activities to:
i)
secure the commitments to Basel, Rotterdam, and Stockholm
conventions
ii)
enhance the current environmental regulations and policy
legislations
iii)
develop risk assessment and risk management programs
involving chemical substances
The
project timeframe is from November 2019 to November 2022.
Currently,
Bolivia does not apply the GHS standards in its territory. The initial steps
were taken in 2014, but no further news was disclosed about the implementation
since then.
Despite
the lack of GHS implementation, Bolivia considers the transport of dangerous
goods on road and railways in Decreto 3.031/2016. The Decree is based
on the UN Recommendations on the Transport of Dangerous Goods, but the Decree
fails to point which version was adopted.
