On 29 April 2026, the UK Health and Safety Executive (HSE) launched a voluntary survey to gather feedback on the potential impact of amending the Great Britain Classification, Labelling and Packaging (GB CLP) Regulation. This initiative is part of the HSE’s ongoing review of the regime and includes efforts to align the requirements Great Britain (England, Scotland and Wales) and Northern Ireland, as well as safeguarding the UK’s internal market.

Focus on Alignment with EU Measures

The HSE is considering incorporating selected EU CLP updates into the GB framework and is seeking input from supply chain actors on the operational and business impacts of such changes. The survey specifically targets manufacturers, importers, downstream users, and distributors operating in Great Britain and Northern Ireland.

Key areas of interest include:

• The EU’s six new hazard classes, including endocrine disruptors and substances that are persistent, bioaccumulative and toxic (PBT) or persistent, mobile and toxic (PMT), which would expand classification obligations (Delegated regulation - 2023/707 - EN - EUR-Lex).
• Refill stations: New rules affecting the safe supply of chemicals through refill systems, particularly relevant for retail and consumer products (Regulation - EU - 2024/2865 - EN - EUR-Lex).
• Digital labelling (non-obligatory information): Allowing certain label elements to be provided digitally rather than physically on packaging (Regulation - EU - 2024/2865 - EN - EUR-Lex).
• Digital contact details: The potential replacement of a telephone number on labels with digital contact methods (EUR-Lex - 52025PC0531 - EN - EUR-Lex).

The collected data will support HSE in developing impact assessments and informing potential future consultations.

Deadline and Scope

The survey is open until 31 May 2026 (23:59 BST) and participation is voluntary. HSE has clarified that the information provided will be used solely for research and policy development purposes and will not be used for regulatory inspections.
