The Norwegian Environment Agency (Miljødirektoratet) has issued a final reminder for all companies involved in the production or import of chemicals in Norway. To remain compliant with Norwegian legislation, companies must report the quantities of chemicals placed on the market during the year 2025.
Purpose and Regulatory Objectives
The Product Register serves several regulatory purposes, including:
Monitoring hazardous chemicals on the Norwegian market
Supporting risk assessments and chemical control activities
Providing data for regulatory enforcement and inspections
Assisting emergency services in chemical incidents
Contributing to national and international chemical reporting obligations
Scope of the Declaration Obligation
Reporting is mandatory for companies that:
Import or produce chemical substances and mixtures classified under the CLP Regulation in quantities of 100 kg or more per year.
Place biocidal products on the Norwegian market.
Place chemicals containing explosives precursors on the market.
Relabel or market chemicals under a new commercial name
Are subject to poison centre notification requirements
Critical Reporting Details
Unit of Measure: Quantities must be reported in tonnes (e.g., 500 kg should be entered as 0.5 tonnes).
Reporting Portal: All data must be submitted electronically through Produktregisteret.no.
Exemptions: There is no obligation to report quantities for "Product in Product" (PiP) declarations.
The declaration responsibility lies with the Norwegian company. However, a foreign company can submit the declaration if the Norwegian customer (importer) is identified. If the composition of a mixture is confidential, it can be registered using the Product in Product (PIP) system without disclosing the formulation to the customer. A declaration number is then issued for use by the importer.
Timeline
Companies that produce in Norway or import chemicals into Norway must report annual quantities for 2025 by March 15, 2026.
