On August 18, 2026, Taiwan’s Ministry of Environment has designated three widely used existing chemical substances for the submission of hazard and exposure assessment information: carbon black, 4,4'-methylenediphenyl diisocyanate, and silicon carbide.

These requirements apply to registrants whose registered quantities fall within Standard Registration Levels 2 to 4 and who have already obtained a completed standard registration code. Affected registrants must submit the required information by December 31, 2027.

The authority has also provided example hazard assessment reports to help registrants prepare their submissions.

Hazard Assessment Requirements

Under Article 18(2) of Taiwan’s Regulations Governing New and Existing Chemical Substances Registration, registrants who have obtained a completed standard registration code for an existing chemical substance must submit the required hazard and exposure assessment information either proactively or by a deadline specified by the competent authority.

The new requirements apply to the following three substances:

• Carbon black (CAS No. 1333-86-4)
• 4,4'-Methylenediphenyl diisocyanate (CAS No. 101-68-8)
• Silicon carbide (CAS No. 409-21-2)

The Ministry of Environment has made example hazard assessment reports for each of these three substances available via the chemical substance registration platform.

• Registrants may refer to the relevant example when preparing their submissions.
• If a registrant adopts the applicable example report, no separate hazard assessment information needs to be submitted.
• Registrants wishing to prepare and submit their own hazard assessment information must complete the designated survey form by December 31, 2026.
• The independently prepared hazard assessment information must then be submitted by December 31, 2027.

Exposure Assessment Requirements

The designated registrants must also update or supplement their existing registration information relating to exposure assessment.

The required actions include:

• Update or supplement the information under Section 2: Substance Manufacture, Uses and Exposure Information of the registration dossier.
• Registrants with actual or planned manufacturing, formulation, or use activities must also submit exposure scenario information.
• The exposure scenario should be provided under Item 2.1 of Annex 4 of the registration regulations, or under Section 9.1 of the registration tool.
• At this stage, registrants do not need to submit exposure estimates or risk characterization information.

Compliance Deadline and Supporting Materials

The Ministry of Environment will issue formal notices to the relevant registrants separately. The registration platform has also notified affected companies of the submission deadlines and related briefing sessions through system messages.

Registrants affected by the new requirements should review their existing registration information and prepare the required hazard and exposure assessment materials before the applicable deadlines.
