Animal testing Ecotoxicology EU REACH European Commission OECD Test methods

On 23 September 2024, the European Commission adopted a Regulation amending the Test Methods Regulation (Regulation (EC) No 440/2008). The aim of the update is to adapt the test methods to recent technical progress, thereby improving the accuracy of the evaluation of chemical substance evaluations under the REACH Regulation (Regulation (EC) No 1907/2006), while at the same time promoting more humane scientific practices by limiting the need for animal testing.

Alignment with OECD Guidelines

The amendment includes seven new and revised test methods in line with the Organisation for Economic Cooperation and Development (OECD) guidelines. These methods are designed to assess the physicochemical, toxicological and ecotoxicological properties of substances, aligning the EU with globally accepted testing standards.

Focus on Reducing Animal Testing

The amended Regulation prioritises reducing the use of animals in scientific experiments, as set out in Directive 2010/63/EU. New in vitro methods for immunotoxicity and skin sensitisation are now included, along with updated ecotoxicity tests. These improvements ensure a more ethical and accurate evaluation of the impact of chemicals on human health and the environment.

Entry into Force

The amended Regulation will enter into force 20 days after its publication in the Official Journal of the European Union and will become binding in all EU Member States.
