Turkey Chemical Inventory Information

Tûrkiye’s KKDIK Inventory covers substances in commerce before December 31, 2023, in line with the country’s REACH-like regulatory framework. Listed substances must comply with pre-registration requirements and benefit from a transition period extended to 2030, depending on their tonnage band. Unlisted chemicals, however, require full registration and detailed hazard assessments. New substance must be registered before being placed on the Turkish market.  

  • Listed Substances: All substances that are not banned or restricted under  the KKDIK can be pre-registered and benefit from the transition period until 2026, 2028, or 2030 depending on the tonnage band. Other pre-registered or registered chemicals can be manufactured, imported, or used subject to ongoing compliance with evaluation, authorization, and restriction requirements. 

  • Unlisted Substances: Registration is mandatory for substances manufactured or imported in quantities above 1 tonne per year. Unregistered chemicals cannot be legally traded or used in Türkiye after the registration deadlines. 

  • Existing and New Substances: There is no clear concept of existing or new substances in KKDIK. 

Türkiye’s KKDIK Inventory, established under its REACH-aligned regulatory framework, contains both public and confidential parts. The confidentiality provisions are similar to those of the EU REACH framework. Registrants can request that sensitive information, such as exact chemical identities or specific uses, be kept confidential when submitting registration dossiers. These claims must be substantiated with evidence that public disclosure would cause competitive harm. Regulatory authorities assess and approve confidentiality claims, balancing the protection of trade secrets with the need for transparency and regulatory compliance.
