The Russian Ministry of Industry and Trade (Minpromtorg) has published the inventory of chemical substances. The final version contains more than 80,000 entries notified to Minpromtorg between December 2019 and August 2020. The Eurasian Economic Union (EAEU9 is developing a unified chemical inventory under its technical regulatory framework. Russia’s contribution includes a national register of hazardous chemicals, with an emphasis on industrial safety and environmental protection.
Listed Substances: Existing chemicals in the Inventory are subject to streamlined compliance with hazard labelling, reporting, and safety management.
Unlisted Substances: Treated as new, requiring notification and comprehensive testing prior to market entry, in accordance with Russia's chemical safety framework and EAEU regulations.
Scope: Includes chemicals manufactured, imported, or used in Russia, supporting national safety and regulatory compliance.
Status: Under active development as part of Russia’s chemical safety reforms.
While many inventories have developed systems for managing confidentiality, some inventories, particularly in developing or transitioning economies, have not explicitly defined or implemented such provisions. For example, Russia’s national inventory, available through the GISP platform, and the broader framework under the Eurasian Economic Union focus primarily on public accessibility and may not yet provide detailed procedures for handling confidential substances. However, these systems are evolving and may incorporate confidentiality mechanisms in the future.
The EAEU initiative, involving Armenia, Belarus, Kazakhstan, Kyrgyzstan, and Russia, aims to create a unified chemical inventory. Its features include:
Substances not listed in the inventory are considered new and require notification or registration before being placed on the market.
Mandatory compliance with the Globally Harmonized System (GHS) for classification and labelling of chemicals.
Establishes requirements for safety data sheets (SDS) and chemical product registrations.
The inventory is accessible online for public review.
