Vietnam Chemical Inventory Information

Inventory

Vietnam’s National Chemical Database contains 39,367 substances and is maintained under the authority of the Vietnam Chemicals Agency (VINACHEMIA), which is governed by the Law on Chemicals 2007 (06/2007/QH12), later updated in 2017 with the issuance of Decree 113/2017/ND-CP. Five rounds of substance nominations have been conducted. The latest deadline for substance submission was April 15, 2021. As of that date, only 13,534 substances had been approved in the Inventory, with the remainder pending approval due to lack of evidence. 

This inventory serves as the foundation for chemicals management in Vietnam. 

  • Listed Substances: Inclusion in the inventory allows for streamlined compliance with labelling, classification, and reporting requirements. 

  • Unlisted Substances: New substances are subject to a lengthy approval process, involving detailed hazard evaluations and demonstration of safe handling practices. 

  • New Substances: Vietnam’s National Chemical Database lists industrial and hazardous substances, requiring notification for new (unlisted) chemicals.  

The inventory aligns with the country’s regulatory focus on environmental protection and occupational safety. 

Vietnam’s National Chemical Database includes confidentiality provisions that allow for certain details, such as specific chemical formulations, to remain undisclosed upon request. These claims must be made during the chemical declaration process and are reviewed to ensure compliance with regulatory standards while protecting intellectual property.
