Non-listed substances require pre-market registration and approval, which includes substance identification, hazard and toxicity data, risk assessment, and a rigorous risk assessment process.

Existing Substances: Existing chemical substances manufactured or imported in quantities of 0.1 tonnes per year must be pre-registered before manufacture or importation into Taiwan. Streamlined compliance processes, focusing on labelling and SDS requirements, and notification of use, with additional requirements in specific cases.
New Substances: Substances not listed in the TCSI are considered as new and must be registered before their manufacture or importation. with registrations ranging from standard, simplified, and low volume depending on the substance's form and risk. Require pre-market registration, including detailed hazard and exposure data.
