In India, biostimulants fall under the ambit of the Fertilizer Control Order (FCO), 1985. However, the regulatory framework specifically addressing biostimulants is still evolving. The registration process involves demonstrating efficacy, safety, and environmental impact through field trials and scientific data. The Central Fertilizer Authority  and state-level agencies oversee registration and approval processes.

In Europe, biostimulants are regulated under the EU Fertilising Products Regulation (EU) 2019/1009, which sets out requirements for placing them on the market. Biostimulants are categorized based on their intended use and composition, with registration and approval managed by the European Commission and Member States' competent authorities.

In South Africa, biostimulants are regulated under the Fertilizers, Farm Feeds, Agricultural Remedies, and Stock Remedies Act (Act 36 of 1947), administered by the Department of Agriculture, Land Reform and Rural Development (DALRRD). Registration involves demonstrating efficacy, safety, and compliance with local environmental regulations.
