South Korea Proposed Amendment to Chemical Substance Registration and Hazard Review Guidelines

On August 19, 2025, South Korea has announced a proposed revision to the regulation titled "Guidelines on the Preparation of Registration Application Data and Methods for Hazard Assessment" in line with the recent updates to the Act on the Registration and Evaluation of Chemicals (K-REACH). The purpose of the revision is to align terminology and legal references with the updated Article 2 (Definitions) of the Act and Annex 1 of the Enforcement Rules. 

Key Changes 

  • The term "toxic substances" will be replaced with "hazardous substances to humans, etc." to better reflect updated legal languages. 

  • The previous categorization of toxic substances has been replaced with three different sub-categories: Acute hazardous to human, Chronic hazardous to human, and Ecological hazardous substances.  

  • This change will be applicable to all relevant regulations including K-CCA (Chemical Control Act) and K-REACH.  

  • Amendments to Annex 2, which outlines exemption conditions for various testing items: 

  • The referenced article is updated from Article 18(2) to Article 11(2). 

  • Clause 4 will now refer to "from subparagraph (a) to (e)" instead of simply "subparagraph (a)". 


Public Feedback 

Stakeholders, including individuals, organizations, and associations, are invited to submit their feedback by August 29, 2025. Opinions should be addressed to the Director of the Chemical Substance Safety Division (Chemical Substance Registration and Evaluation Team).
