The Saudi Standards, Metrology, and Quality Organization (SASO) has officially issued a new Technical Regulation for Personal Protective Equipment and Clothing, aligning national safety requirements with the Product Safety Law and international trade obligations.

The regulation, published in the Official Gazette, aims to ensure that all PPE whether manufactured locally or imported meets strict safety, health, and environmental standards before being placed on the Saudi market. It also clarifies the obligations of manufacturers, authorized representatives, importers, and distributors, covering product design, manufacturing, labelling, storage, and transport requirements.

Key provisions include:

    • Mandatory compliance with essential safety requirements and relevant Saudi standards.
    • Clear labelling in Arabic (with optional additional languages) for product identification, manufacturer/importer details, warnings, and safety instructions.
    • Obligation for economic operators to conduct risk assessments, maintain a technical file for 10 years, and ensure continuous conformity in serial production.
    • Rules for market surveillance by competent authorities, including product testing, withdrawal, and recalls in case of non-compliance.
    • Transitional period of up to 365 days for businesses to adjust to the new requirements.

The regulation also defines penalties for violations, including fines, product withdrawal, or cancellation of conformity certificates. It replaces all previous PPE-related technical regulations and reinforces Saudi Arabia’s commitment to consumer safety, fair trade practices, and compliance with WTO Technical Barriers to Trade (TBT) Agreement.

SASO emphasized that the move will enhance product reliability, consumer protection, and market competitiveness, ensuring that PPE in Saudi Arabia meets the highest international safety benchmarks.
