EPA Issues Final SNURs for Certain PMN Substances Under TSCA

On June 23, 2025, the U.S. Environmental Protection Agency (EPA) published a final rule issuing Significant New Use Rules (SNURs) under the Toxic Substances Control Act (TSCA) for certain chemical substances that were previously submitted as Premanufacture Notices (PMNs) and subject to TSCA Orders. 

90-Day Advance Notification Required 

The rule requires manufacturers and processors to notify EPA at least 90 days prior to engaging in any activity deemed a significant new use. This advance notification allows EPA to assess and, if necessary, regulate the associated risks before the activity begins. 

The rule will take effect on August 22, 2025, and is scheduled to be officially announced in the Federal Register on July 7, 2025.
