On 24 October 2024, the Uruguayan government adopted through Decree No. 284/024, the updated MERCOSUR regulations for the classification of personal hygiene products, cosmetics, and perfumes,. This is a significant step in harmonizing national standards with regional guidelines. The measure incorporates the MERCOSUR Technical Regulation (Resolution GMC No. 18/23) into Uruguay’s legal framework, replacing the previous resolution from 2007.
Main Features of the Updated Regulation
The updated regulation, approved by the MERCOSUR Common Market Group (GMC), introduces a more comprehensive system for the classification and regulation of cosmetic and hygiene products. It aims to ensure consistency across MERCOSUR member countries, promoting greater consumer safety and facilitating regional trade.
The decree repeals Resolution GMC No. 07/05, which had been implemented in Uruguay by Decree No. 428/007. Officials emphasized that the revised standards reflect advances in industry practices and address gaps in the previous regulation.
Role of Uruguay’s Ministry of Public Health
Uruguay’s Ministry of Public Health (MSP) led the initiative, with the backing of the Department of Food, Cosmetics, and Household Products and the Division of Health Evaluation. Both agencies endorsed the update as essential to maintaining Uruguay’s regulatory alignment with its MERCOSUR obligations.
Effective Date and Next Steps
