The European Union’s Packaging and Packaging Waste Regulation (PPWR), Regulation (EU) 2025/40, introduces a major overhaul of the rules governing packaging placed on the EU market. The Regulation replaces the previous Packaging and Packaging Waste Directive and establishes harmonised requirements covering the entire packaging lifecycle, including packaging design, material composition, recyclability, recycled content, reuse, labelling, waste prevention and extended producer responsibility. The PPWR entered into force on 11 February 2025 and is intended to support the EU’s transition towards a circular economy while reducing packaging waste and the consumption of primary raw materials.
A key date for businesses is 12 August 2026, when the PPWR will generally become applicable across the European Union. From this date, economic operators placing packaging or packaged products on the EU market will need to assess which PPWR obligations apply to their activities and begin ensuring compliance with the relevant requirements. While several obligations apply from August 2026, other important requirements—including certain recyclability, recycled-content, reuse and packaging-waste reduction measures—will be introduced progressively towards 2030 and beyond.
