On 27 April 2026, the European Chemicals Agency (ECHA) announced a major update to its IUCLID software, releasing version 10.0.0, which introduces a new format and a range of changes that affect several regulatory frameworks.

Developed by ECHA in association with the OECD, IUCLID is used to prepare and manage chemical data for regulatory submissions.

Format updates aligned with OECD and EU requirements

The new version introduces changes to the IUCLID format (v10), including updates to the OECD Harmonised Templates to reflect developments in OECD Test Guidelines, as well as updates to EU test guidelines.

In addition, the release includes format changes targeting specific regulatory areas:

  • REACH: Updates to the format of REACH microplastics reporting.
  • Biocidal Products Regulation (BPR): Updates to dossier headers, use documentation, and directions for use, including expanded standard phrases and translations.
  • Drinking Water Directive (DWD): Updates to the format for current notifications and future applications.
  • Toy Safety Regulation (TSR): A new working context has been introduced for industry to submit derogation requests for banned substances in toys.
  • EFSA-related frameworks: Updates covering plant protection products and food contact materials, including new and revised documents for maximum residue levels (MRLs), microorganisms, toxicity studies, and antimicrobial substances

System improvements and rollout

Alongside the format changes, the update includes improvements to the IUCLID user interface. These improvements are based on feedback from the IUCLID User Group and are aimed at supporting data entry, navigation, and readability. ECHA has confirmed that IUCLID instances in its cloud services will be updated starting in the week of the release. Supporting tools such as Data Extractor, Text Analytics, and Data Uploader are expected to be updated to ensure compatibility with version 10.
