On 7 April 2026, Egypt notified the World Trade Organization (WTO) of a draft standard issued by the Egyptian Organization for Standardization and Quality (EOS). This standard cover disposable products used for dry body cleaning, as well as disposable towels. The draft outlines key safety and quality requirements for these products.

The Egyptian Organization for Standardization and Quality (EOS) is the national standards body in Egypt responsible for developing and issuing Egyptian standards. It also oversees quality assurance, conformity assessment, testing, and industrial measurements. EOS aims to enhance the competitiveness of Egyptian products in both domestic and international markets, while ensuring consumer protection and environmental sustainability. 

Description of the Draft Standard: 

The proposed Egyptian standard applies to ready-made, single-use products designed for personal hygiene. These products are designed for body cleaning without the need for water, or with minimal water use, making them suitable for situations where convenience and hygiene are important. 

The draft standard complies with several international regulations and standards, including: 

• Regulation (EC) No. 1223/2009 on Cosmetic Products  

• ISO 17516:2014 (Microbiology of Cosmetics)  

• Regulation (EC) No. 1907/2006 (REACH – chemicals regulation)  

• Regulation (EC) No. 1272/2008 (CLP – classification, labelling, and packaging)  

• Egyptian Standard 4160/2024 on cosmetics, wet wipes, and eco-labelling requirements  

Objective and Rationale 

 The primary objective of this draft standard is to establish clear safety and quality requirements for disposable body-cleaning products to ensure they are safe for consumers and meet recognized international benchmarks.
