China’s NMPA Adds 18 Revised and New Cosmetic Standards into the 2015 Cosmetic Safety Technical Specification

On 12 January 2026 , the National Medical Products Administration (NMPA) of China announced the inclusion of 18 revised and new cosmetic standards into the “Cosmetic Safety Technical Specification (2015 edition)”. The standards were reviewed and approved by the NMPA Cosmetic Standardization Technical Committee Chair Meeting . The announcement also sets implementation timelines for the updated standards and encourages  cosmetic registrants, filers, and manufacturers to adopt them early.
 

What's New in the Announcement 

The NMPA has published the list of the 18 standards and confirmed that they will be integrated into the  relevant chapters of the 2015 Cosmetic Safety Technical Specification. The update includes both new standards and revisions to existing standards, covering microbiological limits, ingredient limits, and specific cosmetic ingredients. 
 

Key Points 

  • 18 standards are being added or revised and incorporated into the “Cosmetic Safety Technical Specification (2015 edition)”. 

  • The standards were approved by the National Medical Products Administration Cosmetic Standardization Technical Committee. 

  • The revised standards replace the original requirements in the 2015 edition. 


New Standards Included 

The following four new standards are added to the technical specification: 

  • Butylphenyl methylpropional (CAS No. 80-54-6)

  • Cyclotetrasiloxane (CAS No. 556-67-2) 

  • Perfluorooctane sulfonic acid (PFOS, CAS No. 1763-23-1) and its salts 

  • Perfluorooctanoic acid (PFOA, CAS No. 335-67-1) and its salts 


Revised Standards and Implementation Timeline 
The 14 revised standards will apply in phases under two different implementation dates, as follows: 

Effective from 1 January 2027 (6 standards): 

  • Total bacterial count limits for eye, lip, and children’s cosmetics 

  • Dioxane limits 

  • 4-Methylbenzylidene camphor 

  • 6-Amino-m-cresol 

  • Perfluorooctane sulfonic acid (PFOS) and its salts 

  • Perfluorooctanoic acid (PFOA) and its salts 


Effective from 1 January 2028 (12 standards): 

  • Butylphenyl methylpropional 

  • Cyclotetrasiloxane 

  • Zinc pyrithione 

  • Salicylic acid 

  • Climbazole 

  • Methylisothiazolinone 

  • Polyaminopropyl biguanide 

  • Benzophenone-3 

  • Homosalate 

  • Octocrylene 

  • Toluene-2,5-diamine 

  • Toluene-2,5-diamine sulfate 


Transition and Compliance Advice

  • Cosmetics produced or imported before the effective dates can continue to be sold until the end of their shelf life. 

  • The NMPA encourages cosmetic registrants, filers, and manufacturers to implement the updated standards early.
