On 12 January, 2026, the Ministry of Ecology and Environment of the People’s Republic of China (MEE) released an official notice clarifying the requirements for submitting the 2025 Annual Activity Report for New Chemical Substances. This notice was issued in accordance with China’s current new chemical substance management framework and applies to specific holders of regular registration certificates.
Regulatory Background
The reporting obligation is based on the following regulations:
Measures for the Environmental Management Registration of New Chemical Substances (Order No. 12 of the Ministry of Ecology and Environment).
Announcement on Transitional Arrangements Related to the Environmental Management Registration of New Chemical Substances (Announcement No. 46 of 2020 of the Ministry of Ecology and Environment).
Measures for the Environmental Management of New Chemical Substances (former Order No. 7 of the Ministry of Environmental Protection).
Entities Required to Submit the 2025 Annual Report
The annual activity report must be submitted by registration certificate holders in the following circumstances:
Regular registration certificates obtained under Order No. 7 of the former Ministry of Environmental Protection, where the registered new chemical substances fall within the category of hazardous substances subject to key environmental management.
Regular registration certificates obtained under Order No. 12 of the Ministry of Ecology and Environment, where the annual reporting is explicitly required by the certificate.
A detailed list of applicable regular registration certificates is provided in the official attachment to the notice.
Reporting Deadline
The submission deadline is 30: April , 2026. Failure to submit the report by this date may lead to compliance risks under China’s chemical management regulations.
Required Reporting Content
The 2025 Annual Activity Report must include the following information:
Actual production or import volumes of the registered new chemical substances during 2025
Environmental release and emission data
Communication of substance-related information to downstream users
Implementation status of environmental risk control measures
Compliance with the environmental management requirements specified in the registration certificate.
Online Submission Procedure
The annual report must be submitted online through the New Chemical Substance Online Registration System, which is accessed via the Government Service Platform of the Ministry of Ecology and Environment

Access the Government Service Platform
Select “New Chemical Substances”
Choose “Issuance of Environmental Management Registration Certificate for New Chemical Substances (Item No. 13002)”
Enter the New Chemical Substance Online Registration System
Select Regular Registration and proceed to Annual Report submission
Data Accuracy and Documentation Requirements
Key compliance requirements include:
All submitted information must be true, accurate, and complete.
The certificate holder name, agent name, and registration certificate number must exactly match those on the issued registration certificate.
Applicants must carefully follow the Guidelines for the Environmental Management Registration of New Chemical Substances, particularly the instructions for completing the annual report form.
After completing the electronic form:
Generate a PDF file with an SN code
Print, sign, and stamp the document
Scan the signed document in color and upload it to the system
Submit the final version online to complete the reporting process
