China MEE Order No. 12, officially known as the “Measures for the Environmental Management Registration of New Chemical Substances,” is the main regulation governing new chemical substance registration in China. Implemented by the Ministry of Ecology and Environment (MEE) on January 1, 2021, it applies to substances not listed in the IECSC inventory.

The regulation requires manufacturers and importers to conduct registration or record filing before manufacturing or importing new substances into China. Depending on tonnage and risk profile, different registration types may apply, including record notification, simplified registration and regular registration.

MEE Order 12 also introduces environmental risk control requirements, post-registration obligations, polymer criteria and data submission requirements aligned with China’s chemical management framework.
