Moldova Consults on REACH-Style Authorisation List

Moldova’s Ministry of Environment is consulting until 16 October 2026 on a draft list of 59 substances that pose a major risk to human health or the environment. The proposal would align Moldova’s chemicals framework with the European Union’s REACH Annex XIV authorisation list.
Under the proposal, manufacturers, importers and downstream users would generally be prohibited from placing a listed substance on the market for a particular use, or using it themselves, unless the use is authorised or covered by an exemption. Companies would also be required to consider available alternatives and the technical and economic feasibility of substitution.
Implementation
The proposal will enter into force nine months after publication in Moldova’s Official Gazette. However, the supporting note states that the detailed authorisation procedure will be developed separately at a later stage.
